I original thought I had overcome the issue by removing the stacks and decks from my display because those were mentioned in the bug, but that didn't fix it. I made the window non dependent and alwaysRaised to work around the display issue on Windows platforms. I still have an issue on Mac and Linux where the window doesn't stay on top for those platforms, but I think I can overcome that. I ended up using a window and hiding the chrome.
